Each step

Eligibility and evidence review happen before any juror sees a submission. Category assignment places each entry with the jurors whose expertise matches it. Individual scoring happens independently before jurors see each other's scores, which is then followed by calibration and a group discussion — a structure designed so an early strong or weak score doesn't anchor the rest of the panel. A conflict and compliance review happens after the jury reaches a decision, not before, so it can catch anything the panel process itself would not.
